WoW Forever Rulesets Explained

Checked against official sources ·

World of Warcraft: Forever replaces the classic realm list with rulesets. Instead of guessing which realm your friends will pick, you choose the kind of world you want to play in, and everyone on that ruleset in your region shares one large ecosystem. This choice still matters, because you cannot move a character to another ruleset later.

The rulesets at a glance

Ruleset What it is Both factions on one account? Available
Normal The baseline experience. Blizzard’s BlizzCon panel described PvP here as requiring mutual consent Yes Launch
PvP Contested territory is dangerous; open-world fighting No, one faction only Launch

Rules that apply to every ruleset

PvP ruleset: pick your faction carefully

On the PvP ruleset you can only create characters for one faction. Once you have an Alliance character there, you cannot create a Horde one, and vice versa. Blizzard also plans faction balance tools similar to Season of Discovery, where new character creation could be temporarily limited for the larger faction.

PvP risk also reaches the new camping system: Blizzard warns that on a PvP ruleset, enemy players can come across your campsite while you rest.

Hardcore: how it will work

Hardcore is not available at launch; Blizzard’s official roadmap places it in winter. What Blizzard has confirmed so far:

Collections and Legacy points

Collections and Legacy Points are account-wide across rulesets, with Hardcore as the exception described above. So leveling a Paladin on Normal still counts toward your Legacy Points if your main is on PvP.

Which ruleset should you pick?

This is a personal choice, but the official rules point to a few practical questions:
